On-line waste system starts well

In the UK, the Advisory Committee on Packaging, with financial support from industry and government plus administrative support from The Packaging Federation, has embarked on a project to bring the data generated by the UK Packaging Regulations into the 21st Century. x

The project implementation is being introduced in phases. Phase 1, the Reprocessor module, was launched in April in time for the Quarter 1 submissions, with over 50 per cent being sent through the system. Phil Conran, chair of the ACP Data Task Force, says: “I must thank the project team for their hard work and determination to meet the deadline to ensure we were up and running in time. Without a strong team effort, this would not have been possible and demonstrates the real benefit everyone sees in achieving the objectives of this project.”

John Turner, chair of the ACPadds: “This is a remarkable achievement, and is a leading example of how government, industry and the regulators can work together to improve the operation of the Packaging Regulations. The pay-back for both industry and government in being able to manage and control the key data efficiently and on a timely basis will become plainly evident in the first year of operation.”

Following analysis and assessment of this phase, the project team will develop the producer module in time for the 2006 returns to be submitted to the agencies early next year.

Ian Dent, chief executive of The Packaging Federation comments: “The time the PF has spent managing the financial and legal elements of the project on behalf of the ACP will be of considerable benefit to PF members, who include major UK reprocessors as well as converters. The whole of the obligated packaging supply chain will also see efficiency improvements as a result of the success of this project. By adopting this electronic system, we will be able to control data management better, audit and monitor free riders better, and reduce the administrative burden – and costs.”
