The UK's Environment Agency has confirmed the next steps for businesses affected by the forthcoming emissions trading scheme, urging operators who have not applied to "urgently reconsider whether they are affected".
Some 800 operators have applied and received permits to date, but this falls short of the number anticipated originally. The EA is pressing operators to reconsider whether they need to apply. Those who have already received a permit are now required to submit their monitoring and reporting plans.
Deadlines for submitting the plans are: for installations with annual emissions of carbon dioxide of over 500kt - June 30, 2004; for installations with annual emissions of less than 500kt - September 30, 2004. A range of support tools and products is available from the EA's website.
Operators are also encouraged to start budgeting for annual subsistence fees, which need to be levied to cover the agency's costs incurred in implementing and running the trading scheme. A charging scheme will be issued for consultation later this summer.
